Blair is the Deputy Director, Innovative Infrastructure Partnerships for CALSTART’s Clean Fuels and Infrastructure Group. In his role, Blair leads partnership development and supports policy efforts around the advancement of zero-emission transportation corridors including the Electric Power Research Institute (EPRI)-CALSTART partnership, the Electric Truck Research Utilization Center (eTRUC) and the California Energy Commission’s Research Hub for Electric Technologies in Truck Applications (RHETTA). Utilizing his skills and experience in stakeholder engagement, government affairs, and transportation, Blair helps lead eTRUC’s “community-first” advisory committees to spearhead the nation’s first ZE freight corridor partnership. Additionally, Blair supports CALSTART’s Clean Fuels and Infrastructure Policy Action Group, Global Drive to Zero, ZE Truck Infrastructure Alliance, and California’s efforts on transitioning drayage to zero-emission freight movement.
Blair has been deeply involved in the transportation and clean energy spaces, including having served as co-chair of the Transportation Committee of the Los Angeles County Business Federation and other advisory committees. He is a published author on emerging transportation technology issues such as shared mobility and automated vehicles in publications such as Eno Transportation Weekly, Thinking Highways Magazine and CoMotion Mobility Perspectives and speaker at conferences and events including LA CoMotion, ITS California Annual Meeting, the HyreCar Mobility Revolution Podcast and The Rideshare Guy Podcast.
Blair previously worked for the Beverly Hills Chamber of Commerce as Vice President of Economic Development and Government Affairs where he led several transportation improvement efforts, executed local, state and federal advocacy efforts for businesses and managed economic development efforts to support the local economy. Blair also served as a Senior Product Developer for Stantec where he supported the Autonomous Vehicle (AV) Team managing AV policies and product development. During his career, Blair has successfully advocated for multi-billion-dollar development projects and important legislation and developed legal briefs in courts all the way up to the United States Supreme Court.
Blair has a Bachelor’s Degree in Political Science and History from Emory University and a Juris Doctor from UC Hastings College of the Law.
