Work History

Alycia Gilde is the Executive Vice President of California and Regional Market Acceleration at CALSTART. Returning to the organization in June 2026, she leads California strategy and provides thought leadership to drive high-impact collaboration among stakeholders across the state, from elected officials and transportation agencies to members of the clean transportation industry and environmental advocates. She also oversees the direction of CALSTART’s regional offices, including the West Coast, Midwest, and Northeast, while driving market growth in emerging regions such as the Southeast and Texas. Alycia brings over 20 years of experience directing clean energy and sustainable transportation initiatives across federal, state, and municipal sectors. 

Most recently, Alycia served as Chief Strategy Officer for Climate Action Partnerships at the Los Angeles County Internal Services Department (ISD), where she coordinated countywide fleet strategy and integrated building decarbonization, energy management, and transportation electrification into a unified municipal sustainability framework. 

Her federal leadership is anchored by major advancements in national clean freight strategy. As Senior Director for Transportation at the White House Domestic Climate Policy Office, she spearheaded the White House sustainable freight strategy, hosted key sustainable freight summits, and led the interagency approval for the National Blueprint Modal Plans. Previously, at the U.S. Department of Energy (DOE) Vehicle Technologies Office, she served as National Manager for ZEV Partnerships & Engagement, where she led the strategy and co-authored the award-winning National Zero-Emission Freight Corridor Strategy and directed DOE’s workforce development initiatives focused on electric vehicle and battery manufacturing. 

Earlier in her career, Alycia spent a decade at CALSTART, where she ultimately served as Vice President of Clean Fuels and Infrastructure and established the organization’s Northeast office in New York City in 2013. To accelerate commercial markets, she drew on California’s landmark HVIP framework to scale similar clean vehicle voucher program in New York and later designed CARB’s Clean Off-Road Equipment (CORE) program and landmark CEC infrastructure investment programs, including the EnergIIZE Commercial Vehicles Project and Communities in Charge. She also established a replicable national framework for corridor planning, leading robust public-private partnerships across 40+ states alongside the FHWA, U.S. EPA, Clean Cities coalitions, utilities, and commercial fleets to advance zero-emission regional corridors. Collectively, her strategic frameworks successfully unlocked $1 billion in clean transportation investments across CARB, CEC, and NYSERDA portfolios. 

Throughout her career, Alycia has advocated for diversity and women’s leadership in clean technology, including chairing a panel on international road freight at the UN Climate Change Conference (COP26). Her early career includes a decade of private sector, non-profit, and regulatory experience, alongside service as a U.S. Peace Corps volunteer leading a tree reforestation and bush fire prevention program in Ghana, West Africa. 

Education & Certifications

Alycia has been recognized with the U.S. DOE Secretary’s Honors Award, the U.S. DOE Deputy Assistant Secretary’s Excellence Award, the U.S. Environmental Protection Agency Environmental Champion Award, and was named one of the “Top 50 Women Leaders in Los Angeles” for 2026 by Women We Admire. She holds a Bachelor of Arts in Global Environment & Mass Media from the University of Connecticut.
