On Wednesday, August 14, the Environmental Protection Agency (EPA) is holding a virtual public hearing for California’s Advanced Clean Fleets (ACF) waiver and authorization request. To lend its powerful industry-informed voice to the public hearing, CALSTART will present testimony along with several of its members and partners in strong support of California’s waiver authority. Ahead of the hearing, CALSTART CEO and President John Boesel issued the following statement to raise the curtain on the stakes involved in this hearing:
“The Advanced Clean Fleets rule will accelerate the growth of the zero-emission truck market at a time when manufacturers and investors have already made significant investments in zero-emission recharging and refueling infrastructure. If the EPA approves the waiver affirming California’s authority to move ahead with this important regulation without delay, it will create market certainty and result in greater investment and more zero-emission trucks deployed over a shorter period of time,” said John Boesel, CEO and President, CALSTART.

BACKGROUND:
Advanced Clean Fleets (ACF) is a groundbreaking regulation designed to phase out the use of medium- and heavy-duty (MHD) internal combustion engine trucks in California fleets. ACF mandates that by 2045, 100 percent of MHD truck fleets operating in California must be zero-emission vehicles (ZEVs) and requires state and local government fleets to transition to ZEVs by 2027 and large private fleets, such as those owned by major retailers and delivery companies, to follow suit starting in 2035. Additionally, the rule sets interim targets, ensuring a steady increase in ZEV adoption over the coming years. ACF also includes specific measures to reduce diesel pollution at ports and railyards in order to protect the health of nearby communities. ACF is complementary to the Advanced Clean Trucks (ACT) rule, which ensures that more heavy-duty ZEVs are made available on the market by setting gradually increasing delivery targets for manufacturers.
