CALSTART Announces New Hires as Part of Greater Federal Strategy

Pasadena, Calif.— CALSTART announced the recent addition of two new senior level Directors in California and Washington, D.C., as part of its strategy to advance the clean transportation industry on a national level.
“We are very pleased to announce the hire of our first Federal Policy Director and a new Communications Director. These hires are part of our new 5-year plan, which places a greater emphasis on advancing pro-clean transportation industry laws and regulations at the national level,” said CALSTART President and CEO, John Boesel.
Kyle Winslow joined CALSTART as the organization’s first federal policy director and will be based in D.C. Winslow served as Legislative Director for the U.S. Department of Energy’s (DOE) Office of Energy Efficiency and Renewable Energy under the Obama administration from 2013-2017. He was later appointed by D.C. Mayor Muriel Bowser as Associate Director to advise her office on D.C. Council policy and legislative affairs, including on transportation and environment issues; and most recently worked in federal grants consulting. In his new role at CALSTART, Winslow will lead the organization’s federal outreach to Congressional and agency stakeholders, including U.S. Department of Transportation and DOE. A native of the Philadelphia suburbs, Winslow graduated from Bucknell University and received his Masters of Public Policy from the George Washington University.
Katharine Burnham has taken over the role as Communications Director and will be based in Berkeley. Burnham most recently worked for the California Senate in Sacramento, and has held positions in the U.S. House of Representatives and congressional campaigns. She also worked for the DOE, as well as conservation groups including Environmental Defense Fund and Oceana in Washington, D.C. She is a graduate of the University of Southern California.
