Ricardo Garcia Coyne

Program Manager

Ricardo joined CALSTART in 2021, where he currently works as Program Manager. Ricardo leads Drive to Zero’s efforts in Latin America and other emerging markets, focusing on target setting, policy development and financing. He also collaborates on research and implementation efforts in the US Northeast and Europe, including a pilot deployment of class 8 trucks in New York under as-a-service models, and implementation support for fleets in Europe. He has led research on middle- and last-mile delivery electrification across seven countries and co-authored white papers on investment strategies, load forecasting, and potential for truck and bus electrification in Mexico.

Ricardo holds a Master of Public Administration in Development Practice from Columbia University, with a specialization in management. During his graduate program, he collaborated with NYSERDA in the development of the state’s first ever DC fast charging incentive program. Before this, Ricardo worked as a development consultant for Fundación IDEA, focusing on sustainability and economic development.
