David Chow

Vice President, Chief Operation Officer

David Chow is the Vice President and Chief Operation Officer at CALSTART.  With over 33 years of experience in the management of projects, programs, and people, he brings a comprehensive and holistic view to facilitating an optimal environment for success within the organization.  David has grown his management capabilities over his career with experience at the project, program, office, regional, national and market sector levels.  Prior to joining CALSTART, David was a Partner and Mobility Director for an Engineering News record Top 50 and World Architecture Top 10 recognized design consulting firm. His background includes the planning and engineering of transportation infrastructure, master planning, and urban development.  He has worked on award winning projects from the City of Los Angeles Civic Center Master Plan to LA Metro First/Last Mile Strategic Plan.  In his role at CALSTART he is overseeing the operation of the organization’s matrix of Initiatives, Activities and National/International Geographies.

David graduated with honors from the University of California, Irvine with a Bachelor of Science in Civil Engineering and Water Resources.  He is a licensed professional engineer (Civil) in California and multiple other States, and a nationally certified planner with the American Institute of Certified Planners.
