Brandon Lightbourne
Technical Program Manager
Brandon joined CALSTART in 2023 as a Technical Program Manager. He works on the salesforce Voucher Processing Centers (VPCs) for the HVIP, CORE, and EnergIIZE programs. He aims to implement a comprehensive application lifecycle management team across CALSTART’s programs, accelerating the mission of clean, efficient transportation solutions.
He previously worked for Knight Law Group, LLP, where he directed and managed all areas of technical program management, software development, and information technology for the largest California consumer protection law firm. He led several initiatives designed to assist disadvantaged communities in easing their access to legal services via Salesforce solutions.

Brandon holds a M.B.A. in Technology Management and a B.B.A. in Marketing from the University of New Mexico. He consulted on several new technology developments through the university’s partnerships with Los Alamos and Sandia National Laboratories, guiding the public-private sector technology assessment and commercialization process for robotics, agriculture, and nanotechnology. After graduating, Brandon worked in the green energy sector (solar and LED), providing innovative technology solutions to both public and private energy partners. He has over 20 years of experience delivering technology and software solutions, spanning all areas of technical program, product, and technology management.
