Outreach and Engagement Associate Project Manager

Chris Chandler is an Associate Project Manager in outreach and engagement for the California Air Resources Board’s Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP). Chris’ diverse experience includes news reporting, economic development, and customer, media and government relations, most recently for Oregon’s second-largest consumer-owned electric utility, which is not-for-profit.

Her advocacy for zero-emission vehicles began in 2013, when Chris leased an EV with 80 miles of range. Four EVs later, she is proud to have driven more than 200,000 electric miles. She is energized by EVs’ cheaper fuel and maintenance costs, how quiet EVs are, and their significantly reduced impact on air quality, as well as EVs’ potential for mitigating climate change.

Chris earned a Bachelor of Arts in Communications from Biola University in La Mirada, California after transferring dual-credit coursework taken in high school and from Umpqua Community College in Roseburg, Oregon. She holds a Certified Economic Developer (CEcD) designation from the International Economic Development Council (IEDC). Chris is an avid volunteer, particularly in electric vehicles, community college education, and nonprofit health care, including the eradication of polio in the world.
