Nicole Hutchinson
State Policy Director
Nicole Hutchinson is a change-maker dedicated to transforming the transportation sector. As State Policy director, Nicole leads CALSTART’s policy efforts in the Western States with a focus on California.
Prior to joining CALSTART, Nicole worked to support policies to reduce emissions from the mobile source sector as a Legislative Analyst at the California Air Resources Board (CARB). While working at CARB, Nicole’s portfolio included legislation impacting vehicle regulations for both light-duty and heavy-duty vehicles, incentives, and the California budget process. During her tenure, Nicole contributed to the promotion of electrification policies, vehicle miles traveled (VMT) reduction policies, and the passage of critical legislation including Senate Bill 210, a first in the nation smog check requirement for heavy-duty vehicles.
Nicole holds a Bachelor of Arts degree in Political Science from the University of California, Davis, and a Master of Science degree from Johns Hopkins University in Energy and Climate Policy.
